You need to be powerful in the force too become one so it shows that Qui Gon has more force power than the average Jedi. "The Force ghost was the soul and essence of a deceased Force-sensitive who denied the will of the Force upon death, yet was able to interact with the living, albeit not physically" Nothing to do with power ^ That's your opinion. Though it's a proven fact that only the most powerful became force ghosts of that time age. |
