Nope if there happens to be no vote today then many people that don't vote tomorrow will die so does not imply to inactives only. And there will probably be at least 15 people tomorrow so we can spare a handful dying... I mean unless people decide to vote today  |

Just because his inspection on HK failed doesn't mean HK is scum. But we still shouldn't rule out the fact that he could be scum.
