He's a scum. He's trying to look so dumb by saying how he hates scum and scum suck and all. So we would assume he is a loyal.....because it's a such a dumb move that a scum would never attempt. But it's a red herring.

Looking through that whole mess-up from earlier, it looked a little staged. Boba's just as big a fool to randomly call out saying Wolffe's scum, and then Wolffe claims his role. It was far too random for me to believe it.
Now, perhaps voting Wolffe would be rash, especially since he could just be a fool telling the truth, but I find it hard to believe.
